Developed by three of the Academy’s Health Practice Council committees: Individual and Small Group Markets, Medicaid , and Active Benefits, Health Insurance Market Dynamics: A Resource Guide offers a series of actuarially grounded resources exploring key policy and market factors that shape enrollment, risk pool composition, and premium trends. The materials focus on the individual and small group markets (also known as the Affordable Care Act, or ACA markets), large-group employer-sponsored plans, and state Medicaid programs.

While each resource stands alone, together they provide a broader picture of how policy changes and market forces may interact, revealing connections among the three markets and the challenges in finding balance. These dynamics are central to ongoing policymaker discussions around access, costs, and eligibility.
