A valuable benefit of Academy membership is free and unlimited access to the Council on Professionalism’s entire—and growing—library of professionalism webinars, which date back to September 2007. Academy members can earn continuing education (CE) credits by listening to these pre-recorded webinars. These credits can be counted toward the annual required three hours of continuing education on professionalism topics, as detailed in the U.S. Qualification Standards (Section 2.2). Professionalism credits under the U.S. Qualification Standards are not required to be from “organized activities”; so while listening to recorded webinars will not count as an organized activity it still will satisfy the professionalism requirement.

Unknown Unknowns: Challenges to Professionalism

In a webinar focusing on a professionalism framework for approaching unknown unknowns in actuarial work, presenters Eli Greenblum and Tom Wildsmith discussed how the Multiemployer Pension Reform Act and the Affordable Care Act have produced compliance questions without ready actuarial answers. Both laws experienced late, ambiguous, or unanticipated implementing rules. Academy President Mary D. Miller also reviewed the controversy created in the property/casualty community by the questioning of actuaries’ integrity and competence after 2002 annual statements showed significant adverse development on 2001 reserves.

This professionalism webinar provided the first analysis of the results of the Academy’s survey on “Key Ethical Concerns Facing the Actuarial Profession: Perceptions of Members of the American Academy of Actuaries.” Attendees asked thought-provoking questions and shared insights on the top perceived ethical issues and means of mitigating such issues as they interacted with seasoned panelists—Vice President of Professionalism Kenneth Kent, former Vice President of Professionalism Karen Terry, and Academy Assistant General Counsel Sheila Kalkunte.

The Committee on Qualifications chairperson along with another committee member discussed a greatly expanded and detailed revision to the committee’s Frequently Asked Questions on the U.S. Qualification Standards, including topics such as statements of actuarial opinion, practicing in more than one area, continuing education, and other qualification matters. The May 2014 update of ASOP No. 6, Measuring Retiree Group Benefits Obligations and Determining Retiree Group Benefits Program Periodic Costs or Actuarially Determined Contributions, included a number of changes that have practical implications for actuaries. This webinar provided an overview of the changes, reviewed aspects of the U.S. Qualification Standards, and explained how data recently made available by the California Public Employee Retirement System (CalPERS) pertained to the new requirements for developing age-specific costs.

They used challenging case studies to illustrate how to assess varying ethically significant facts and circumstances to comply with the requirements of the Code of Professional Conduct, actuarial standards of practice (ASOPs), and other applicable regulations.
