Joyce Bohl is a health actuary focused on public policy, risk evaluation, and health equity. She currently serves as director of actuarial risk and compliance, operational risk management for Humana’s Group and Military segment.
Bohl’s experience includes over 30 years of health care and employee benefits expertise. Her focus has been on the financial, actuarial, regulatory, and risk management perspectives of the business. She began her career with Humana in 1994 as Florida Group regional actuary. In 2008, she assumed the role of Humana’s lead health care reform actuary; in 2010, she was charged with implementing the Affordable Care Act (ACA). She worked closely with the regulatory, legislative, and compliance areas, coordinating initiatives and activities across all individual and Group Commercial business.
Before joining Humana, Joyce was an actuary with the Florida Department of Insurance. She also served as the actuarial liaison to Florida Health Kids, Inc. and served as a member of Gov. Lawton Chiles’ Commission on Long Term Care in Florida.
Joyce is an active Academy volunteer, currently serving as chairperson of the Individual and Small Group Markets Committee and member of the Active Benefits Subcommittee. Her volunteering history appears below.
The Academy’s mission is to serve the public and the U.S. actuarial profession. How will your service on the Board allow you to further the Academy’s mission of public policy and professionalism?
My interest in public policy began in college when I led the campus “get out the vote” / voter registration campaigns for several congressional and national elections. In addition, my professional experience working for a state insurance department and for a number of insurance carriers gives me a unique perspective regarding health public policy implications.
After attaining my ASA, I worked with a small carrier to develop and implement their first formal student rotation program, including securing funding for travel to regional and national actuarial meetings, and trainings for students and credentialed actuaries. Currently, I serve as a member of Humana’s Actuarial Professional Qualifications Committee, providing guidance to the 400+ credential actuaries and actuarial students. This includes communication of any changes to standards, training sessions for new / soon-to-be ASAs, and development / internal peer review of all continuing education recordkeeping requirements. Promoting professionalism is one of my top priorities, including exploring opportunities for actuaries share their expertise in public forums.
