Candidate Biographical Sketch
Frank Todisco, a former Academy senior pension fellow and a past member and vice chairperson of the Actuarial Standards Board (ASB), is nominated for a three-year term. As senior pension fellow, he was the U.S. actuarial profession’s chief policy liaison on pension, Social Security, and other retirement security issues. In that role, he testified before federal agency representatives on lifetime income issues, added an actuarial perspective on pension and retirement topics as a frequent public speaker and panelist, and represented the Academy in media interviews. His volunteer experience with the Academy includes serving as vice chairperson and member of the Actuarial Standards Board, chairperson of the ASB Pension Committee, and serving on the Pension Practice Council. He was vice chairperson of the Federal Agenda Task Force.
Todisco currently is chief actuary of the U.S. Government Accountability Office, where he oversees aspects of GAO’s work that require actuarial expertise or the application of actuarial science—serving as an expert adviser to GAO mission teams and the Congress on actuarial issues of national interest, including those related to retirement security, health care, life and casualty insurance, and major federal programs and policies in these areas. Since joining GAO, Todisco has presented at many Academy events including Enrolled Actuaries meetings, the Annual Meeting and Public Policy Forum, the Capitol Forum webinar, “Actuary Serving Congress: A Conversation with GAO’s Chief Actuary,” and the webinar, “An Overview of Cross-Practice Standards.”
The Academy’s mission is to serve the public and the U.S. actuarial profession. My service on the Board will allow me to further the Academy’s mission of public policy and professionalism by:
supporting the Academy’s core missions of serving the public and the profession by: (1) providing objective, fact-based, nonpartisan expertise to policymakers and the broader policy community, and (2) protecting and advancing the structure of professionalism that both supports and guides us. My prior experience in a senior staff role at the Academy—as senior pension fellow—and my over 10 years of standard-setting experience (as an ASB board member and a committee member and chairperson) provided me with valuable perspective on the Academy’s critical role. Numerous issues demand our attention—including an aging society, further evolution of our health care systems, threats from natural and manmade disasters, increasing use of Big Data, and a challenging fiscal outlook—all of which can benefit from the Academy’s expertise.
