After being in effect for over three years, the COVID-19 public health emergency (PHE) in the United States is set to expire on May 11, 2023. Since the start of the PHE, state Medicaid programs have applied continuous coverage (or non-termination) requirements to access additional federal matching funds provided through the Families First Coronavirus Response Act (FFCRA). As a result, Medicaid enrollment has increased by nearly 21 million individuals (over 32%) since February 2020. The Consolidated Appropriations Act of 2023 ends the Medicaid continuous coverage requirements on March 31, 2023, disconnecting the requirements from the PHE. This change is projected to result in millions of individuals losing their Medicaid coverage, which could have a significant impact on state Medicaid programs and other health insurance markets.
During this webinar, our presenters will discuss the unwinding of the continuous coverage requirements and the projected effects on health coverage for the Medicaid population. Members of the American Academy of Actuaries will also share considerations for addressing the unwinding in Medicaid managed care capitation rate setting.
