Exploring Global Health Care Cost Drivers: France and the U.K.

Health care cost growth is a global issue. Regardless of the structure of their systems—public, private, or some combination—countries all over the world have to evaluate and address varying degrees of health care cost growth. We launched a new webinar series in 2015 exploring comparative experience with health care cost trends and the drivers of cost increases worldwide. The American Academy of Actuaries’ Health Practice International Committee and the International Actuarial Association Health Section are continued that series in 2016.
This webinar provided a unique opportunity to learn about the successes and challenges that both France and the U.K. have experienced as they have worked to identify and address particular cost drivers. This webinar was a 90-minute examination and analysis of both countries’ health care systems, with a focus on health care cost trends.
Panelists explored some of the following topics for both countries:
- The health care financing system;
- Efforts to address health care costs;
- Unique programs or aspects of the system that could be relevant to other countries;
- Examples of successes and challenges in each of the health care systems;
- Metrics used to measure health outcomes; and
- Anticipated changes and the impact of future health care cost trends.

- This webinar was free for Academy and IAAHS members.
- Nonmembers paid a registration fee for the webinar. The webinar registration fee was equivalent to the IAAHS annual membership fee ($50 Canadian).

ABOUT OUR GUEST PRESENTERS
Adrian Baskir
London-based Adrian Baskir is vice chairman of the International Actuarial Association’s Health Section with 25 years of experience in management and executive roles. Before moving to the U.K. in 2009, he served on various committees and as president (2005-2007) of the Actuarial Society of South Africa. He served on the Council of the Institute and Faculty of Actuaries (IFoA) from 2009 to 2013 and on IFoA’s International Committee. He is currently chief actuary for Bupa in the U.K., where he manages a large team and is responsible for pricing, reserving, and implementing Solvency 2 Pillar I.
Christelle Dieudonné
Christelle Dieudonné is an actuarial executive with over 20 years of experience in life insurance and employee benefits. She is the chairperson of the Health Committee of the French Institut des Actuaires and she is the institute’s representative to the IAA’s Health Committee since 2013. As an active member within the IAA, she in engaged in promoting the actuarial field around the world, with particular interest in global health and the impact of technological innovation on the world of insurance. She is currently a partner at Aliotts Executive Search, where she develops the insurance and finance practice. Formerly she was group pension and benefits director in a large multinational bank, and worked as principal at Mercer and actuary at several life insurance companies and consulting firms.
Yann Quéré
Yann Quéré is an actuarial executive with more than 20 years of employee benefits insurance experience, and is currently head of the actuarial department for insurance broker Verlingue, where he serves the life and non-life insurance needs of some of the most renowned enterprises in France. He has served as a member of the Jury (board of examiners) of the Institut des Actuaires (France) since 2009, and is a member of its Health Committee. His interests include not just employee benefits, but all human-related risks, as well as the insurance uses of new technologies such as connected devices. Formerly he was chief actuary for one of the largest life insurance companies in France, and has also worked as a consultant.

April Choi, MAAA, FSA
April Choi is an actuarial executive with over 35 years of health care experience. She is currently an independent actuarial consultant based in California. Choi has been the chairman of the International Actuarial Association Health Section since 2014. She was the chairperson of the Academy's Health Practice International Task Force from 2009 to 2014. She is a member of the Academy’s Health Practice Council, chairperson of the Public Program Committee, and has served on many of the Academy’s health care reform workgroups. She received the Academy's Outstanding Volunteerism Award in 2015.
