The Dodd – Frank Wall Street Reform and Consumer Protection Act of 2010 (Dodd-Frank Act) requires the Office of Financial Research (OFR) to report annually to Congress on the state of the U.S. financial system. The speaker provided attendees with:
- An overview of the OFR and its responsibilities
- An examination of the recently-released OFR annual report that focuses on the framework and tools for monitoring and assessing risks to financial stability
- A look at potential channels for transmitting various stress areas within the OFR
SPEAKERS
Rebecca McCaughrin, Associate Director and New York Office Representative, Office of Financial Research
Rebecca McCaughrin currently works as an Associate Director with the Office of Financial Research at the U.S. Treasury Department, where she is primarily responsible for multilateral surveillance of U.S. financial markets and developing metrics to assess risks to financial stability. She is on leave from the International Monetary Fund, where she is a senior economist in the global markets division. Previously, Rebecca was an analyst on the domestic capital markets staff of the Federal Reserve Bank of New York, where she monitored developments in mortgage, interest rate swaps, and agency markets. She also worked for five years as an economist with Morgan Stanley's global economics team in London and New York, where she was responsible for tracking cross-border capital and trade flows in key industrialized and emerging markets. Prior to joining Morgan Stanley, she worked for two years as a research analyst covering Russia and East European markets at an applied think-tank in Washington, DC. She holds BA and MA degrees from Harvard University.

Jeffrey Schlinsog, Chairperson of the Academy’s Financial Regulatory Reform Task Force
Jeff is a Principal in the Actuarial and Insurance Management Solutions (AIMS) practice at PricewaterhouseCoopers LLP. AIMS provides audit support and advisory services to the insurance industry, as well as other financial services companies. Jeff has more than 25 years of insurance industry experience with particular emphasis on financial reporting, risk management, strategy and transactions. Jeff focuses on helping clients adapt to changes in insurance contract accounting standards, principles-based reserves, process improvements, and state and federal regulation. He has been an active participant in industry committees and meetings of the Academy, Society of Actuaries, American Council of Life Insurance and the NAIC. Jeff is a member of the Academy’s Risk Management and Financial Reporting Council and chairperson of the Financial Regulatory Reform Task Force.
